Your telegram 5th May Hemp for Switzerland understand that goods are accompanied by certificate of Swiss Consul Manila if so no objection you may allow generally transhipments to Switzerland of prohibited or restricted gods from neutral countries if consigned to 8. S. S. and accompanied by certificate of British French Italian or Swiss diplomatic or Consular Officer in country of original shipment that Societe has accepted con- sigment and guarantees disposal in accordance with regulation.
